Overview
The Chief Minister's Startup Scheme (CMSS) was approved by the Government of Sikkim in 2017-18 to provide an impetus to local unemployed youth, including school dropouts, to develop new entrepreneurial ventures. It is run by the Government of Sikkim through the respective State Departments. The scheme offers front-ended financial assistance covering 25 percent of the project cost (35 percent for conditional non-manufacturing sector projects) for ventures with total investment up to Rs. 20 lakhs, spanning eligible sectors including agriculture, horticulture, food processing, animal husbandry, handloom and handicrafts, manufacturing and services.
Eligibility
- Applicant must be between 18 and 40 years of age on the date of application
- Applicant should be unemployed, with a minimum educational qualification of class V from a recognized school
- Must be a bonafide local youth possessing a Certificate of Identification (COI)
- Only one member of a family is eligible under the scheme
- Preference given to BPL families or rural residents with government certification
- Project must fall in agriculture, horticulture, food processing, animal husbandry, handloom and handicrafts, manufacturing, or service sectors, with total investment up to Rs. 20 lakhs
Funding Purpose
The financial assistance is structured as a front-ended subsidy covering 25 percent of the total project cost (35 percent for qualifying non-manufacturing projects), meant to help local unemployed youth set up manufacturing or service ventures across rural and urban Sikkim.
