CGTMSE Special Credit Guarantee Scheme for Export Credit

Overview

The Special Credit Guarantee Scheme, Collateral Support for Export Credit, is a scheme of the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE), announced via Circular No. 257/2025-26 (issued February 6, 2026, referencing an underlying eligibility circular dated February 28, 2025). It extends CGTMSE's collateral-free credit guarantee mechanism specifically to export-oriented lending by Member Lending Institutions (MLIs), letting MSME exporters access export credit without pledging collateral or a third-party guarantee.

Eligibility

  • MSME exporters seeking export-related credit from a Member Lending Institution
  • Exports must fall under a notified positive list of tariff lines at the Harmonised System six-digit level, periodically reviewed based on sectoral MSME concentration, export concentration ratios, labour intensity, and related parameters
  • Applies to loans sanctioned without collateral security and without third-party guarantee for export-related purposes
  • Does not apply to domestic working capital loans

Funding Purpose

The guarantee cover is meant to support export-related credit specifically, not domestic working capital. Under the Partial Collateral Security/Hybrid Model, MLIs may take collateral for part of the credit facility while the remaining part is covered under CGTMSE's guarantee.
