Fund of Funds for Startups (FFS) 2.0
Offered by Startup India (DPIIT)
Overview
A Rs 10,000 crore government fund-of-funds, approved by the Union Cabinet and notified in April 2026, that does not invest directly in startups but commits capital into SEBI-registered Category I and II Alternative Investment Funds (AIFs), which then invest in DPIIT-recognised startups. SIDBI continues as the lead Implementation Agency from FFS 1.0, with a second domestic Implementation Agency yet to be named. Priority segments are deep tech, early-stage investment via Micro VCs, innovative manufacturing, and sector- or stage-agnostic AIFs. As of the most recent reporting, operational guidelines for AIF selection were still pending, so this program is not yet fully operational for new AIF proposals.
Eligibility
- AIFs must be SEBI-registered
- Startups must hold DPIIT recognition to receive investment from a backed AIF
- Startups do not apply to FFS 2.0 directly
Funding Purpose
Government capital of Rs 10,000 crore deployed indirectly into startups via backed AIFs.
Application Process
AIFs submit proposals to SIDBI (or the second Implementation Agency once named); proposals are screened by the Venture Capital Investment Committee and approved by an Empowered Committee chaired by DPIIT's Secretary. Guidelines for this process were still pending as of the most recent available reporting.
