Overview
The Biotechnology Industry Partnership Programme (BIPP), established December 5, 2008 and run by BIRAC, is a government partnership with industry that co-funds high-risk, transformational biotechnology research and product development on a cost-sharing basis. It spans seven broad thematic areas: pharmaceuticals and drug delivery, vaccines and clinical trials, biosimilars and stem cells, devices and diagnostics, agriculture, industrial biotechnology, and bioinformatics. As of January 31, 2024, BIPP had supported 246 projects with Rs 574.55 crore committed, resulting in 95 commercialized products and technologies and 1,995 jobs generated.
Eligibility
- Indian companies undertaking high-risk, transformational technology or process development, not incremental improvement
- Projects generating novel intellectual property retained by the Indian company and collaborating scientists
- Projects fall under Categories I/II (innovation research), III A (Phase III clinical trials), III B (multi-location agricultural field trials), or IV (shared innovation-enabling facilities)
Funding Purpose
Funding is meant to accelerate development of advanced, high-risk futuristic technologies, support socially relevant work lacking assured markets, fund product validation including field trials and clinical trial phases I to III, and support generation of novel intellectual property, on a cost-sharing basis between government and industry.
Application Process
BIPP opens calls for proposals twice a year, from April 1 to 15 and September 1 to 15, with occasional need-based additional calls announced separately by BIRAC.
