The Chief Minister's Entrepreneurship Support Scheme (CMESS) is a Startup Manipur initiative under the Planning Department, Government of Manipur, targeted at supporting existing micro-entrepreneurs. It combines a state subsidy with a bank loan to help small business owners establish or expand their enterprises.
